Samantha Stosur won both her singles matches and clinched victory in the doubles with Rennae Stubbs.
Another win in an April play-off will elevate Australia to the elite World Group for the first time since 2004.
Meanwhile, the United States, Italy, Czech Republic and Russia have reached this year's Cup semi-finals.
The Russians who have won four of the past six titles, will meet the United States and the Czechs take on Italy.
